Police in Johannesburg say a group of armed attackers arrived in a minibus at an informal settlement in the Cleveland suburb late on a Tuesday night.[1] Officers say more than ten suspects then moved through the area, firing on residents at multiple locations before fleeing.[1][2]
By the time the shooting stopped, at least 12 people were dead and nine were wounded.[1][2][4] Eleven died at the scene, and a twelfth victim died soon after reaching a hospital.[1]
Police say the dead included nine men and three women, all caught in gunfire that witnesses described as sudden and overwhelming.[1] The attackers did not stay to claim anything or leave a message.

Officials say the motive remains unknown.[1][4] That admission matters more than many news headlines suggest. When police do not share a motive, it often means they lack solid leads, or the leads they have do not yet rise above rumor.

From this view, a government’s first job is to protect innocent people. When large, well-armed groups can plan and carry out this kind of attack, something in that duty has clearly failed.
Competing stories: criminal hit, wider rot, or both?
